Bill Barr was career CIA, his father who was an OSS officer hired Epstein as a math teacher.

Is there anyone at the top of CIA that's NOT a 'legacy' who got his spot based on Yale 'daddy'? Or is that why they were recruiting for 'normal' Americans - meaning below average Americans hired based on some of the three K's... Kolor, Kink or Kin -(rich connected daddy or granddaddy)

The CIA should try what worked in the past - hire based on intellect and merit...

Intelligence agencies, as a necessary evil, should only exist in 20 year blocks, then be replaced with another. No one who was part of the preceding agency should be allowed to continue on. No one. This includes the entire bureaucracy - the people making lunch, the people cleaning, the administrative assistants, everyone. Civil ‘servants’ can apply to some other government agency, if they would like to.

The penalty for passing secrets after one's employment in the agency ends should be mandatory exile or death - and no one who is exiled can take a nickel of their money out of the US.

There should be oversight at all times by citizens groups that have the power to investigate and recommend indictments. The legal process in adjudicating these matters cannot involve a singe government employee, and should have a five judge panel with a civilian jury specifically educated to know breach of law.

No government agency should be allowed to do their own hiring, or have any input into hiring. They should submit job skill set criteria, and then the hiring will be done by revolving civilian employment agencies - all vetted and on oath to not have connections to government or foreign entities (penalty for lying = exile or death).

The assumption when fashioning anything government should be that government jobs attract ideologues, narcissists, and criminals.

Of course, there would have to be much more involved to ensure agencies did not become self-serving self-perpetuating problems.

CIA never did that. They hired their chums from the same university and social circle. And nearly all were deeply connected to finance and banking.
I see no record of CIA high IQ or success. I see a mafia structure for the blue bloods, which uses the same exact tactics as the mafia.

But high IQ? Not seeing it.

Yale and other elite universities were big CIA recruiting grounds from the beginning. It was always, compared to the FBI or the local or state police, an elite operation, like the diplomatic corps.
