You’re probably right. About ten years ago I found a single county in the entire lower 48 that had no zoning. The only codes you had to conform were state codes for electric and sewage. The county’s major services included snow removal on county roads and a trash dump. You were responsible for your own trash removal.
Um that’s exactly how it is where I live.
There is more than one county like that.
