In 1895 Morgan prevented the financially weak U.S. Treasury from collapsing.

At the white House he proposed a deal to President Cleveland, Attorney General Olney, and Treasury Secretary Carlisle.

The element with atomic number 23 is Vanadium [V].
Vanadium is used to "improve" steel, creating a hardened but lighter alloy for industrial use.

Vanadium steel was essential to mass manufacturing of automobiles.
It also improved weaponry, enabling fighter planes to carry lighter cannon instead of heavy machine guns.

The 23rd letter of the alphabet is W ["Dubya"]. There are no coincidences.
