After the fire I think. I believe it was his reason for turning the water off and leaving it off when the fire was taking place. Not positive.
This video is interesting. From a boat. They're witnessing the fire from the early stages. Notice he is saying they almost have it under control. That was around the time the water was shut off?

I watched the video about the guy that shut off the water. It looks like something he made before the fire not after. Either way he was the one that shut the water off and wouldn’t turn it on during the fire. Which is at least third degree murder
