Yet another poorly-worded news story.
Is it? I know what you mean here, but generally when something is “poorly worded” it is not an intentional act to my way of thinking.
Modern journalism, the standard style guide euphemistic weasel word salad requiring reverse engineering and multiple readings to try and figure out what actually happened, is ultimately a conscious decision. It actually takes less effort to write something clear and concise compared to typical news stories, so whatever is going on it is decidedly something other than simply “poor”writing, though I’m not exactly sure what to call it.
