Well, laws and policies on abortion, are being enacted through the states. With Roe vs. Wade overturned, liberal states are enacting liberal abortion laws. Some more conservative states have stricter abortion laws.
Things are happening state by state, though not always going in the pro-life direction. Not even all conservatives want absolute bans on abortion. Which is why we see states enacting laws banning abortion after a certain number of weeks, and/or with exceptions for rape and incest and life of the mother.
I'm fine with every state legalizing abortion as long as they don't put it up through the referendum in their state. Our founders were against democracy for a reason.
