Yes, he has the right. But he can’t be expected to be taken seriously when he spends time on little things like this.
Maybe instead he should be working on ballot harvesting or not losing another election.

It doesn’t matter what he says or doesn’t say. There are some that think they have some kind of judgmental right to tell him what he can, or should say, and what he can’t, and shouldn’t say.
If he talked about what you just suggested, he would be flamed for that too. He has already addressed those issues anyway.
