My guess is the owner is still paying for its mortgage and upkeep and public appearance, perhaps trying to work out some plan with their bankers.
Wait until they mail them the keys and say “its yours now.” It will become Zombie-land.
The two largest SF hotels did just that - stopped making payments and “gave” them to the city.
