“The government understands....”
Davy Crockett, in his autobiography, about 1835, directly mentions and warns against that phraseology, precisely, as if the government is a separate, sentient entity that made decisions free of human input, and that humans have no option but to comply.
Mark Levin played an audio of LBJ using the same language — “the government wants this, the government will do that,” as if he himself had no influence over the government. Levin was highlighting something racist LBJ was saying, but completely missed LBJ’s allusion to the government as a separate, sentient entity.
When someone says "the government wants..." they are really saying that all the unchecked power of the government is personified in them.
