He did that to cut down on the bots scraping twitter.
I would not be surprised if a 1/3 of all requests Twitter was handling before this changer were simply scapers/bots trying to gather raw data for various analytics and ML etc.
By requiring an account, or limiting the number of tweets you can see per day without an account, I am sure Twitter has cut its compute and network demands by a 1/3 or more.
