My(1) synopsis (Mama told Me that I'm allowed 1 fancy word per day when I play on the Internet.) is that the PTB take all the measurements and breeze results, toss them into a blender that says FIA on the side of it and turn it on for 2 minutes and then pour it into a Laboratory Beaker to check the volume then divide that by the number of bottles of Wine consumed by the Stewards from 3 Seasons ago then convert that number from °C into °F. Then they publish that number to the public.
When the Public asks what it means they are told to shuddaup and pay either their TV Bill, FIA for TV via the Official FIA Website or buy expensive tickets to see a Race in person.
Then they hand the Teams the Regulations Manual for the next Season and tell the Teams to use the information in the New Regulations Manual.
