What is the difference between setting up bases on the US/Mexico border, and parking nuclear subs with nuclear missiles off our shores near our major cities?

We have nuke subs also which are quite capable of getting Russians. At least Russians are not backed up against our border as we are in Ukraine because we basically run that place and are surrounding them with NATO.
