The real culprits are the "Unlisted Special Access Projects" that do not appear in any organization chart, funding channel, or project lists. The current legislation in progress is aimed at people who work in those. The question is, "What would make those people respond to the legislation?".
If full disclosure came out I would feel the WOW for about an hour and then go back to living life as always. At this point I just dont get the bfd over the subject.
