You are kidding right? There were a large number of ballistic missiles and nuclear warheads in Ukraine's possession. Why do you think the USA and other nations made a deal with them to decommission and remove the weapons?

The statement above is correct. Ukraine had many nuclear weapons and gave them up when the Budapest Memorandum was signed. They were betrayed.

The Budapest Memorandum on Security Assurances comprises three substantially identical political agreements signed at the OSCE conference in Budapest, Hungary, on 5 December 1994, to provide security assurances by its signatories relating to the accession of Belarus, Kazakhstan and Ukraine to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

As a result of other agreements and the memorandum, between 1993 and 1996, Belarus, Kazakhstan and Ukraine gave up their nuclear weapons.

The initiators provided security guarantees to each country that implements the memorandum separately.

The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, The United States of America:

Reaffirm their commitment to Ukraine, the Republic of Belarus, Kazakhstan, in accordance with the principles of the CSCE Final Act, to respect the independence and sovereignty and the existing borders of Ukraine, the Republic of Belarus, Kazakhstan.

Reaffirm their obligation to refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, the Republic of Belarus and Kazakhstan, and that none of their weapons will ever be used against Ukraine, the Republic of Belarus and Kazakhstan except in self-defense or otherwise in accordance with the Charter of the United Nations.

Reaffirm their commitment to Ukraine, the Republic of Belarus and Kazakhstan in accordance with the Principles of the CSCE Final Act, to refrain from economic coercion designed to subordinate to their own interest the exercise by Ukraine, the Republic of Belarus and Kazakhstan of the rights inherent in its sovereignty and thus to secure advantages of any kind.

Reaffirm their commitment to seek immediate United Nations Security Council action to provide assistance to Ukraine, the Republic of Belarus and Kazakhstan, as a non-nuclear-weapon state party to the Treaty on the Non-Proliferation of Nuclear Weapons, if Ukraine, the Republic of Belarus and Kazakhstan should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used.
