IOW, she's not raising the kids.

She's living 2 great big lies.

Those kids are not girls.

Those kids are growing up with 'other' mothers, and Theron is just paying for those women to raise them. When those kids grow up, they'll be thankful for Therise's support, but, they won't be calling her mother,and if they do call her mother, it's because they'll feel obligated to do so. A mother is a lot more than paying to have somebody else raise the kids.

A third lie is that, those were never her kids; not by nature.

The privilege of being a mother is not defined by just paying to have some other people raise them.
