My guess is that this smells of a staged accident by two crooks. Officers doing their duty fell into the ambush set up by the crooks. The background of the vehicle drivers will give you clues and a motive. Perhaps the officer(s) had busted the crooks and they were now evening the score. Being an officer today is an awfully high-risk occupation.
