From my corporate experience on-site staff have almost no control over HVAC in these buildings. It is all on a EMS system set by the corp. office.

Where I worked the only areas we could adjust the AC was a few rooms that were created when a section of sales floor was walled off for office space and ductless mini-spits were installed in those areas. You could view the actual temp, set points and current state, i.e. occupied, unoccupied, running, etc. for every zone but couldn’t make adjustments.

That would mean that the AC shutdowns were a corporate action that was randomized to make it look unplanned.
