I think she was parroting something she heard in a high level briefing or private conversation. She’s just too stupid (Or high) to realize she wasn’t supposed to say it out loud.

From what I’ve seen of this woman, I don’t think she’s bright enough to speak without paper or digital notes. If they’re digital, do you think someone could be messing with her mini teleprompter? That would be so much fun and very hard to catch if the goblin changed it back after she read the words, but before anyone could check the feed. After all of her gaffes, I doubt anyone would even bother to check the digital feed and would just assume it was her mistake.
