It’s not so much a matter of persistence as what we’re dealing with is a different mindset. Activists seek out ways to mess with other people. Conservatives by nature are more live and let live. As long as they are tolerated, the activists will eventually erode and corrode everything.

On every battle in the culture wars, going back to issues like sex education, contraception, and loosening divorce laws back in the min-20th Century, the cultural Left won because they were persistent and devious. Conservatives need to be as clever and ruthless as their opponents or we will lose on the transgender issues.
