Ditto for my mom. She lives with my brother’s family in another state. Sometimes when we talk on the phone she makes no sense at all — “loopy”, as you say. When I hang up I call my sister-in-law and tell her it sounds like Mom might have a UTI — and she does.
The elderly usually don’t “feel” the typical symptoms of UTI, so it can go untreated. It can kill you. Mom was in the hospital for a week with a vicious UTI.
