They're trying to figure out how to put in large numbers of US troops under a fig leaf, somehow thinking "well now Ukraine is part of NATO. Article 5 time!", and also bypassing the correct procedure of a formal declaration via Congress, which despite the Lindsey Grahams, would not pass for fear of a REAL insurrection.

I doubt a sneaky "deemed a member" manouver eouldn't result in the same thing.
