Run down area, trash strewn streets. Public housing that looks penal.

A common thing where I am. For instance the black family that used to live next door but got their house repossessed and had to move out (another story) had very little understanding of what it took to own a home but his GMC SUV with aftermarket wheels and a DVD player and her red Infiniti Q40 were always high and tight and clean as a whistle.
A cultural thing I suspect, gotta look good while rollin’.
My observation over the years has been American blacks have a totally different outlook on what’s most important than probably any other race.
