On whose authority? The US Department of carnival rides? So you wanna add ANOTHER layer of unconstitutional government control? Uncle Sam didn’t make those people get on the rollercoaster.

These rollercoasters should be required to have immediately onhand the means to recover people if they fail. It shouldn’t take hours!Maybe a way to release the passenger restraints by remote control. That wouldn't be hard to install.
Usually when a roller coaster fails, the riders make it to the ground right away.
