He’s probably saying that to bring it to people’s attention. That it is happening. If he doesn’t executive order, it’ll be to remind whatever law enforcement that should be handling it to do it.
I suppose it could all happen behind the scenes but he’s trying to keep his promises front and center.

Don’t be fooled by Jeeves the Elder and his stuffy demeanor. Once you get that old goat in the caboose (the train car, not the body part), slap that IV on and put on some music, he’s quite the, well, not a fire-cracker, not a scallywag, he’s what every woman wants! A nice old guy who likes to sit and chat and enjoy life! Now, that might not be quite the excitement MS.B likes, but it’s fine for me!
