Trump has talked about getting this done. It was debated a lot in the first year of the GWB Administration, and I believe John McCain cast the vote defeating it by voting with the Democrats. Why didn't President Bush try to get this passed again once the Republicans had control of the Senate after the 2002 Midterms? Was this Bush not fighting the Democrats?
The Bush family wasn’t a lot different than the Biden’s. It was all about the $$$.
McCain certainly did Putin a BIG FAVOR by limiting US oil production and thereby helping to drive up prices. No doubt Putin is thankful for that.

An anecdote of history. Denny Hastert, Kissinger types and the GOP establishment hated Sen Peter Fitzerald. Fitzgerald wanted to clean up the swamp in IL. Normally the senator of the same party as the president would have his pick of local AGs.
But the swamp was blocking Fitzerald. Did Fitgerald sell his vote on Alaska energy to McCain in return for McCain&Co support in fighting Fitzgerald’s turn to send appointments to Bush?
We often currently lose on two issues. Is it moral to sell out on one issue in exchange for winning on the other issue?
In a swing state it is difficult to win. Is it moral for candidates from two wings of the party to make a deal? I’ll get my supporters to vote for you also and you will get your supporters to vote for me.
This is the only way we can win.

He finally did it... in his last week in office. Or very close to that. Bush was/is a total POS.
The head of the Teamsters claimed that John Kerry would drill the ANWR creating thousands of unionized jobs if enough people would fall for the DNC line of BS in 2004. Meanwhile, Kerry had told him that in private while claiming ANWR would be undrilled for all time.
The price of gas was very cheap back in 2002, under $2 a gallon. So, there was no political advantage gained by Bush in fighting for drilling in ANWR.
He did. And again after the Senate majority was expanded in 2005. Ted Stevens certainly wasn't quiet about it (nor even Lisa Murkowski).

It passed the other year as it was passed as a revenue-raising measure so it could be passed through under reconciliation. A gimmick of sorts - same way the Democrats got Obamacare through - they took that out of their playbook after that precedent was set.
That says the House passed it. It doesn’t say the Senate passed it.
