I cannot stand the way DeSantis speaks. He says "I'm" and it sounds like "um". I don't know if he drops diphthong sounds or it's something else but it sounds like a lazy doofus speaking.

It's a Florida thing. I happened to remember a running gag in the film "Big Trouble" (2002) staring Tim Allen, Rene Russo, Stanley Tucci, Tom Sizemore, Johnny Knoxville, Dennis Farina, among others and a real young Zooey Deschanel portraying a schleppy geeky girl. The running gag was a Florida Gaters fan calling on the radio to the Sports program defending his Gators saying "all's um saying..." before driving his point into the ground.
The film was written by Dave Barry, author of numerous humorous books and a weekly syndicated column with the Miami Herald. Ron DeSantis talks like a comic character in a regional comedy joke. So yeah, it's a Florida thing.
