Eliminate the financial reward for performing expensive and dangerous medical procedures.
That will minimize if not eliminate those medical procedures from being done and paid by taxpayers.
The insurance companies - just a casual look around, finds hospitals typically accept at least one policy for mutilation, some as many as five. Am not seeing a legislative solution for that any time soon, their lobbying power is too great, but maybe hitting them in their pocketbooks to damage their bottom line and crash their benefit/risk strategies will have desired effect, provided suits can get traction in the dysfunctional and partisan court system. Attorneys will have to be real cagey on strategy, how they file and where at. Kill the funding supply, ability and interest in mutilating kids will dry up damn fast.
