I really believe that a part of the influx program is aimed at subsidizing commercial real estate in the cities .. and thereby subsidizing the invester and banks holding the loans..

What better way to fund a dying down town then having thousands of gov subsidized consumers move into the unoccupied space.

It's better not to so readily accept "dying town" or "empty space" hysteria, unless of course you presume Dharavi is the model of "thriving."

And it's better not to confuse the mechanism contrived (particularly with subsidies) to an create profit motive to achieve such Dharavi paradise, with something that is actually inherently beneficial economically or otherwise to the nation.
