On Wednesday, the longtime soccer rivalry between the U.S. men's national team and Mexico will begin a new chapter. For the first time in match involving these two teams, a U.S. Soccer Federation policy that bans discriminatory chanting will be in effect. When the game at StateFarm Stadium in Glendale, Arizona, kicks off, it will then be revealed just how serious the USSF is about rooting out an ugly aspect that has long stained the rivalry.
At issue has been the anti-gay slur in Spanish that fans yell at games when there is an opposition goal kick. That slur is a vulgar insult that is considered offensive toward the LGBTQIA+ community. Since the 2014 World Cup, the Mexican football federation (FMF) -- which oversees the country's national teams -- has been repeatedly fined by FIFA due to the chant's prevalence at Mexico matches.
The FMF -- with the help of its own players -- has repeatedly made public service announcements to stamp out the chant, but it still continues to be heard. Last January, FIFA fined FMF $108,000 for chanting heard at the 2022 World Cup during El Tri's games against Saudi Arabia and Poland. FIFA also previously forced Mexico to play a World Cup qualifier in Sept. 2021 against Jamaica without fans as punishment for its failure to stem the chant.
The Mexican national team has long been a huge draw in the U.S., often playing to near-capacity crowds in NFL stadiums. As such, it's common to hear the chant at El Tri matches held stateside. Now U.S. Soccer's policy, approved by the USSF board in May 2022, will be the latest attempt to thwart it.

¡Puto!," many of Mexico's supporters chant laughingly during goal kicks by the opposing team's goal keeper. The word is slang for "fag" or "man whore" or "coward." Some say its use in soccer is a cultural phrase that means cowardly and is not directed at gays, but the meaning is clearly designed to mock the opponent as weak and unmanly.
When I worked in Chile in the mid 70s, I overheard a worker cussing a blue streak (most of which I didn't understand), but I DID clearly understand "puto." Turns out it was very serendipitous for me to have heard him cussing!
I was in a plant canteen at noon the same day having lunch with some guys and I was missing a fork. My Spanish was very poor, so one of my "friends" told me to ask the waitress for a "puto." I grinned at him and said "no, no, no." I didn't know what it meant at the time, but I figured I was being set up based on what I heard that guy screaming earlier that morning. I found out I was exactly right! That still cracks me up almost 50 years later!
Lots of words have different meanings in South American countries. The explanation for ¡Puto! above is quite different than what I learned in Chile. It sounds like Mexicans use it more as "pussy" than "fag."

I remember Kansas football fans when the ball was kicked off, would always chant in unison “Rip his effing head off!”. Not sure if they still do it, I think the University did try to get them to stop.

More precisely, in Mexican usage puto directed at men means someone who is the passive partner in a homosexual act. Kind of like the original English meaning of punk.
Gotta be careful with the word, though. Puto can also refer to certain types of very sugary Mexican candy, or a type of spongy Filipino sweetbread.
I'll go to a World Cup game in 2026 and I'll bring this with me.
