It’s that nasty propagandistic word “amid”.
“Editors” and “reporters”/”journalists” all over the U.S. use the word “amid” in either exactly this way, or in similar devious ways, in news headlines and within their stories for all the reasons you’d expect— to feed biased narratives, to advance destructive agendas, on and on.
The word is so loose and short and easy to misconstrue that it should be banned. Of course, those are the reasons it never will be banned.
