(1) What will the World Health Organization need to do in order to become a believable entity? Will then need to punish those that were involved in the cover-up? Will they need to be financially punished? Will they need to be disbanded and an new group formed of people who were not part of WHO?
(2) What will the US Center for Disease Control need to do in order to become a believable entity? I personally favor disbanding it and starting over. A good start would be to zero their funding in the next House budget, but include a like amount of funds in another more responsible federal agency with an instruction that the CDC needs to be disbanded and its functions (but not personnel) transferred to another agency.

It is, or so it seems, ingrained in the Chinese culture to cut corners. Even when they do not have to.
Or an enterprising lab employee wholesaled dead lab rats to the wet market. No reason to toss them in the incinerator rather than the wok.

This is the exact scenario, except the critters were bats. A member of the maintenance staff sold them to a market rather than incinerate them.

I agree. The one thing that seems pretty obvious these days is that any “official” narrative being promoted is a fabrication of some sort; intended to manipulated and deceive the target audience.
