The Ukie high command [less Zaluzhny] needed their cannon fodder occupying Kherson city over in the Zaporozhye line, so they blew the dam - just like they'd been publicly planning to do.

I'll bet those poor suckers in Kherson city got The Warm Fuzzies when they got the order to load the transports. The feeling was probably similar to the one they got when they were first press-ganged.
