That is an interesting wrinkle. I think it very wise to work outside of governments.
The aliens are very pragmatic—they will cut a deal with whoever is available and can meet their needs.
The history seems to be “all of the above”—individual contact, group or corporate contact and government contact.
If one approach is not working they will focus on another one.
These days the corporations are best for keeping secrets, limited accountability to anybody else, and entities that are comfortable with the idea of cutting deals.
The Wilson/Davis memo was high comedy when Wilson is told by corporate lawyers he has no “need to know”.
