I am no expert, but I believe a Harpoon missile fits the bill to take out a navy. Alternatively, stealth bombers could be used.

When we built them in San Diego, we made a TASM (Tomahawk Anti-Shipping Missile) variant that used the harpoon seeker. They killed many ships in development and training exercises. The navy retired those.

My understanding is that the navy has a sub launched Harpoon variant now (much shorter range than the TASM had) and a Long Range ASM (LRASM). I don't know what the current navy inventory looks like now that Lockheed Martin Ratheon are making LRASMs.

Harpoons problem is range. The Tomahawk has 10x the effective range.
