So if I live in the UK and steal money for people’s bank accounts in the US I should not be punished? What if I hire a hitman to kill someone but do so while I am in Brazil?

You should be punished by and in the UK. Or Brazil or wherever. Is this really such a hard concept? The murder in any case would be done on American soil which would give a U.S. court jurisdiction. Stealing from an American bank account could also be considered U.S. soil.

There are plenty of reasonable alternatives. U. S. courts punishing foreign crimes , not reasonable.

I say you are adjudicated in the country where the crime was committed. If you extort money in Peru from an American, you are on that countries soil,hence its a Peruvian government problem, not ours.
