Unless things have changed, the Fed increases and decreases the money supply through banks. It does not interact with branches of the government (except of course the Treasury Dept.) or businesses directly (except banks).

This is the way I remember Fed operations (see below). Not saying there isn't something new I am unaware of (happens all the time).
