I think for people still wearing masks, it is for sexual reasons.

This has to do with the d/s kink - dominance and submission relationships.

There are people who wish to be dominated by a master and so for them, wearing a mask in public allows them to show the world that they are a willing submissive and doing the bidding of their master.

So if you see somebody with a mask, know that they have a master that they are serving.
