USA giving funds across the world to biolabs, including Ukraine (and Russia, and China), all marked towards boosting security and safety, and none of which funding gave the USA any control over those labs.
Does this then lead to the conclusion: "PROOF THE USA WAS CREATING BIOWEAPONS IN UKRAINE!"
