Nothing to figure.

It's in everyone's faces. They have done absolutely everything except blatantly come straight out and say that they are protecting him because he was a inside asset that instigated the breach of the Capitol.

But not only did they have moles embedded, they sent trolls like Epps, but they also intentionally stymied security.
Some would call it entrapment when they embed with criminal groups, and then facilitate the sale of illegal weapons, but judges don't always agree, but AT LEAST they stop them before they actually comit any crimes.

On Jan6, they set the stage, instigated crimes, and took away almost all of the roadblocks that would have stopped the crimes.
Then they went to town afterwards and they knew they wouldn't be able to do that if the actual crime wasn't committed.

They can't just admit that Eps was a troll (agitator, instigator), because that would be admitting to a greater plan (conspiracy) to entrap which would open up the door to investigating why security wasn't increased and attempts to do so were blocked.

What is more, if you sacrifice assets in the field, you'll have a hard time recruiting in the future.

A subpoena was issued for Ray Epps, however, he evaded being served. The Proud Boys’ defense attorney asked they be allowed to publish the subpoena publically, but the judge refused that request. The defense attorney then requested that the US Marshalls bring Epps in, but the judge denied that as well. The actions of both Epps and the judge made it quite clear that the government doesn’t want Epps to be questioned under oath, but they are more than willing to allow him to appear on 60 Minutes for a puff piece “interview”.

Just a hunch; Epps i@ dirt mechanic for the firm. Not on the official payroll and no official HR records. That way they have plausible deniability if he’s ever caught. He’ll have Highly classified HR records somewhere, paid out of black funds, full retirement, etc. It is probable that the agency has a small army of guys like Epps that form the team that do wet ops, wreck railroads, destroy food processing plants and refineries. The agency not supposed to work in country. Times have changed, remember the “Plumbers”? If you’re running a coup d’etat you’re going to need a small army. Informers aren’t reliable, you need pros.
