The child is but the mother may not be. The misandrist laws of the Matriarchy are so perverse that a man will be forced to pay child support for a child that isn't biologically his. The courts refuse to charge women for their paternity fraud crimes.

If it was child support, it would be a fixed rate regardless of the father's income. As it stands, the State runs the scam of ex-wife or ex-girlfriend support masquerading as support for the child, because the State gets their cut.
As for custody, a father should have equal custody of their children and child support split 50/50 which means neither pays the other.
