Literally, the President of the United States is the one person in America that “cannot” mishandle classified. The POTUS has total authority to classify/ declassify material/materials.
As he was leaving office one minute before change of power he could pronounce any and all material in his possession as “declassified” under the law and commit these materials to his private presidential collection.
The same is not true for anyone else in government with only minor and limited exceptions.
