Putin Orders Measures to Reverse Mass Wartime Exodus

President Vladimir Putin on Friday ordered officials to develop measures aimed at reversing the mass emigration of Russian citizens sparked by the invasion of Ukraine and the country’s “partial” mobilization of reservists.
Putin’s decree on amendments to Russia’s state migration policy notes that the emigration of Russian nationals abroad “increased” in 2022 “due to changing socio-economic conditions.”
“In this regard, additional measures are required to create attractive financial, social and other mechanisms for preserving human capital and reducing the outflow of the population of the Russian Federation abroad,” says the decree published on the state legal information portal.
According to estimates by demographer Alexei Raksha, between 550,000 and 800,000 Russian citizens may have left the country last year. Analysts at Alfa Bank, Russia’s private lender, have placed the wave of emigration to be around 1 million people.
This marks the largest wave of emigration since at least the fall of the Soviet Union, and possibly even since the Russian Revolution, when an estimated 1.16 million Russians fled abroad.
Russia’s Economic Development Ministry in September estimated a decrease in the workforce — or citizens between the ages of 18 and 65 — of 600,000 people.
Russia has lost over 23% of top programmers; state and private clinics have reported the departures of highly skilled doctors, and a survey by the Gaidar Institute among top managers and business owners in the industrial sector revealed a severe shortage of skilled workers on a scale not seen in the country’s modern history.
A source familiar with meetings held in the Russian government in the autumn and winter told The Moscow Times that the wave of emigration “personally affected” Putin.
Those whom he had been counting on mobilizing were leaving the country without hesitation, and the authorities, observing the events in real-time, did not have the legal means to stop it.
“The exodus infuriated [Putin]. He gave instructions to prevent similar situations in the future and to cultivate patriotism in people,” the official said.
The immediate response was the law on digitized summons, which was swiftly passed by both chambers of parliament and signed by the president.
The law de facto creates a registry of citizens who are not allowed to leave Russia and significantly restricts the rights of draft dodgers, including a prohibition on selling property and driving a car.
Former Russian President Dmitry Medvedev, deputy secretary of Russia’s Security Council, has said that all citizens who left the country should be classified as “enemies of society,” even if no criminal or administrative cases were launched against them. He also called for denying them entry to Russia unless they publicly repent or receive amnesty.
Federation Council Senator Sergei Tsekov proposed seizing the property of all Russians who have left the country, “regardless of whether they are celebrities or IT specialists.”
In mid-January, State Duma Speaker Vyacheslav Volodin called for enshrining the confiscation of property from those who “insult Russia, its residents, soldiers, and officers” in the Criminal Code. Anna Kuznetsova, the State Duma’s deputy speaker, said that this property could be transferred to orphaned children.

Russian President Vladimir Putin has ordered that his country should be made “attractive financially and socially” to stem the tide of Russian emigration that occurred in 2022 due to “socio-economic conditions”.

DETAILS: Putin has signed a decree amending the migration policy concept for 2019-2025.
The concept now includes a clause stating that the authorities should create “attractive financial, social and other mechanisms for retaining human capital and reducing the outflow of the population” in Russia.
The reason is that emigration from Russia increased in 2022 “under the influence of altered social and economic conditions”.
A clause has also been added to the concept that refers to the need to “create conditions for the return” from abroad of residents of the occupied territories of Ukraine who have left since the beginning of the full-scale invasion.
Other clauses added to the concept refer to “creating conditions to ensure that only persons who are in its territory legally may participate in civil and other legal relations on the territory of the Russian Federation”, as well as on “combating the formation of ethnic (multiethnic) enclaves”.

Soldiers of the 406th Artillery Brigade destroyed a Russian 240-mm 2S4 Tyulpan self-propelled heavy mortar in the Kherson region.

Ukrainian military discovered the position of a Russian 2S4 Tyulpan self-propelled heavy mortar, which fired at Ukrainian positions, on the left bank of the Kherson region.
As a result of a successful counter-battery fight, the artillerymen of the 406th Artillery Brigade managed to destroy the self-propelled heavy mortar along with its crew.
It is worth noting that the fire took place at a great distance from the right bank of the Dnipro.
The Ukrainian crew likely used high-precision guided artillery rounds. This is proven by the direct hit on the Russian installation from the first shot.
It was possible to identify the exact place of destruction of the self-propelled heavy mortar – it was the western outskirts of the village of Nechaeve, Kherson region (46.579423, 32.728250).
The authors of the video didn’t indicate the type of weapon used to inflict damage, but it is known for certain that the 406th Artillery Brigade is armed with 155-mm towed M777 howitzers. Units of this brigade actively use American M982 Excalibur precision projectiles.
Previously, units of this brigade destroyed a Russian anti-aircraft missile system in the Kherson region. As a result of the coordinated work of the aerial reconnaissance group and the gunners, it was possible to hit the Osa-AKM anti-aircraft missile system.
2S4 TYULPAN
The 2S4 Tyulpan self-propelled heavy mortar is created on the basis of a M-240 240mm towed mortar. Its manufacturer is the Uraltransmash plant (Ural Plant of Transport Engineering – ed.).
The self-propelled mortar was created to destroy fortifications, manpower, and enemy equipment with conventional and special (nuclear) projectiles.
In the Russian-Ukrainian war, the invaders used these mortars mainly to destroy the most fortified targets.
The base ammunition of the mortar consists of conventional 53-F-864 high-explosive projectiles weighing 130.7 kg with a maximum range of fire up to 9.65 km. The mortar can use quite rare 3F2 rocket-assisted projectiles weighing 228 kilograms, which are able to hit targets at a distance of up to 20 kilometers.

Possible.
During WWII, my Dad was in Pacific Theatre & this occurred.
My Dad was never full of hatred for Japan. He told me that the Japanese soldier was had little girls like me and was fighting because his country told him too. My Dad was proud of the USA & fought bravely. He just didn’t hate.
Thankfully we dropped two non-hateful atomic weapons on Japan to end their war so your father lived.
So...can’t really figure out what the truth is as far as the tactical situation goes in Ukraine...
So...are we closer to thermonuclear war or does this stabilize the situation?
Because now those who rigged the 2020 election and 2022 for that matter are already responsible for all of the Ukrainians and Russians who died in a needless war.

YES. That is what my Dad firmly this believed. He was a pilot in the Army Air Corp. He became hospitalized & believed that is one reason he survived because many pilots didn’t. He also was dropped behind enemy lines to locate the enemy & use Morse code to reveal to the U.S. pilots where to bomb.
My parents were a brand-new married couple. My Mom said she hated the Japanese because they stole 4 years of their lives together. She also shared how German POW’s were taken to the Michigan State Fairgrounds in Detroit. She was very angry when she told me how loose slutty American women would line up at the fence to flirt with these POW’S while American soldiers were fighting & dying overseas. She was probably more angry because my Dad was in the hospital. I do understand how they both felt. But, this is all history now so I probably shouldn’t have shared.
Regarding elections:
My Dad would stand in a long line that stretched out the door of the polling station into the sidewalk & down the street in the sleet, snow & ice of winter cold after working 12 hours. I remember one time my Mom worried about him. But, he said not voting was like peeing on a soldier’s grave that died do we had the right because the soldier that died couldn’t vote.
BTW, one time we were walking about 2 city blocks to get milk at the store [no car]. Somehow he learned that I was getting picked-on in Jr. High during election time with some mocking & walking on the heel-backs of my shoes in the hallway lines for voting Republican. We were required to reveal which candidate we supported during a student ‘election’ in Social Studies class.
He told me he understood what it was like for me. He told me the the AFL/CIO union would call them in at work to ask how they were going to vote.
My father was a very committed Christian. I knew he valued truth & honesty. I asked him what did he do? Did he lie?
He was quiet for a while we walked.
Then he said, he had a family to feed. And, he believed in the sanctity of the secret ballot. So, he said he would tell them what they wanted to hear & God would understand because he had to answer under duress. [That is how & when I learned the meaning of duress!]

I am Ukrainian. My country has been invaded by Russia. In this video I will tell you what happened on the four hundred and forty sixth day of the war.
Day 446: May 15
The day started with yet another Storm Shadow precision strike on the Russian military objects in Luhansk. The target of today’s precision strike became a dormitory on the territory of the former aviation academy, meaning Ukrainians targeted the areas of Russian forces concentrations. Local residents reported hearing 2 strikes and that the first one was without an explosion. This indicates that Ukrainians continue using ADM-160 decoy missiles to trick the Russian air defense, which proves to work. Russian officials reported that the building was empty, however, even the most prominent Russian sources doubt that Ukrainians are using their most advanced and scarce weapon to hit empty buildings six times in a row.
There is also a huge discussion as to why Ukrainians started from Luhansk, as everyone expected Ukrainians to unleash this new weapon on Crimea. The biggest reason is that Russians in Donbas can adapt to the strikes the fastest – all they need to do is to pull back by 20 km into the Russian territory, and Ukrainians will not be able to reach them because, for political reasons, it was agreed not to use long-range missiles to hit Russian territories. On the other hand, Russians in Zaporizhia and Crimea cannot just move 20 km back to hide from the missiles. The supply shoulder is already extremely long, so Russians must keep their command centers, barracks, and ammunition depots where they are, in spite of the imminent strikes. So, starting from Luhansk ensures that Ukrainians can inflict more damage to Russian forces in the long run.
Today Russian officials also confirmed that Ukrainians conducted a successful drone attack on the Russian military objects in the Bryansk region. As a result, Ukrainians destroyed or damaged at least 5 pieces of equipment.
A lot of news is also coming from the Bakhmut direction.
After clearing the forest, Ukrainians started to ramp up their artillery preparation. A lot of Ukrainian fighters from multiple assault detachments reported about preparation for storming operation of the next positions on the line. South of Ivanivske, there are a lot of small roads along the tree lines, where Russians have prepared a lot of trenches. Recently released footage shows how Ukrainians are using UR-77 to shoot a 70-meter-wide explosive charge to clear the whole trench network in one big explosion.
But Ukrainians are shelling not only the first but also the second and third lines. The goal of these deeper strikes is to destroy the enemy reserves and create disarray in their supplies. Ukrainian aerial reconnaissance has already started clearing Kodema. A recent video shows how Ukrainians found and destroyed the Russian air defense system.
When it comes to the city itself, there have been a lot of changes over the last 7 days. Last time I told you that Russian forces managed to penetrate Ukrainian defense from the northeast and establish control over the outer building, which Ukrainians then blew up from a distance. After several days of shelling Ukrainian positions with incendiary munitions and setting the whole western residential area on fire, Russian forces managed to undermine Ukrainian defense. Their new target became buildings located along Levanevskogo Street. Ukrainians tried to use their tanks to chase Wagner troops from the high-rise buildings, but with such big fortifications, this tactic did not work as well and only slowed down the Russian advance by inflicting a lot of losses. Over the last two days, Wagner forces managed to develop their bridgehead even more and reportedly established control over the local supermarket. A fighter from the 24th Assault Brigade reported that Russians also established positions around school #12.
In the southern part of the region, the situation is more stable. Ukrainians continue controlling Chaikovsogo Street and firing at Russian positions in the Industrial College. The main goal of the Russians here was to penetrate Ukrainian positions past the college and hit the citadel from the back, however, they got stuck and continued to lose men in an attempt to cross the street.
Overall, while Ukrainians on the flanks are slowly engulfing Bakhmut from two sides, Ukrainians inside the city continue drawing Russian forces on themselves. The main goal here is to push Russians into a pocket.
