Don’t be ridiculous. Russian oil is still selling cheap on the world markets. Russian oil aka Urals oil is $55 today. Brent oil is $75 while WTI is $70

The price difference you mention is meaningless and does not represent reality. "The price of the Urals oil price is increasingly meaningless. And that is a problem, as the two oil price schemes are tied to the Urals FOB (free on board) price of oil and so give the Kremlin a way to export its oil at much higher prices without breaking the oil price cap ceiling of $60. A recent study showed that Russian oil companies are actually getting over $80 per barrel in cash for a barrel, despite the fact that the FOB Urals price is under $50." Take a look at the following article. Once again Putin is playing the West like a fiddle.
Officially, Russian oil revenues were up 28 percent in 2022 as compared to 2021. From February 24, 2022 to May 10, 2023 they made $386 Billion dollars from their energy exports. Their leading export destinations were China and Germany. That is from:

Like everything else relating to this conflict the data is being actively manipulated for propaganda purposes. Countries representing 90% of the world's population are completely ignoring Western Sanctions and Western countries such as Germany are actually ignoring them as well. This entire fiasco is a bad joke. Revenue from energy exports were up in 2022 compared to 2021. And they are up even more in 2023 compared to 2022.
Putin is laughing all the way to the bank.
