Trump has no power to lock down. Governors locked down. South Dakota didn’t lock down like other states did, because the Governor didn’t want to. Trump had no authority to lock down South Dakota. He didn’t.

If Trump is responsible for locking down states, he must have specifically exempted South Dakota. Do you have an order with Trump’s signature making an exception for South Dakota?

No? That means Governors were responsible for locking down their states and Trump had no authority.
