It's a German name, and in German it is pronounced "Vagner". In English, it gets pronounced "Wagner". The Russian military group is spelled "Вагнер", in Russian with the Cyrillic "B" being an English "v", not a 'w". So "Vagner" is the correct correct English transliteration and spelling.
