Looks like a floating jail....which is what it should be. When the inhabitants create a problem, just tug it out to sea and have them calm down....or something. This is making a simple problem even worse...rewarding the illegal behaviour with another way to satisfy the enemies of a nation that once had borders. Like every where else in the West.
