What the Marine did seems to make sense in that situation.
However, it has been reported that he maintained the chokehold for 15 minutes; if that is accurate, it seems like a very long time. Maybe others have more info about that or more knowledge than I do.

Anyone who has spent more than three minutes in a NYC subway will tell you that this is simply a NYer having a very bad day.
(If everyone were to take this as evidence of an "imminent attack", there would be several people a week getting perforated in a NYC subway.)
