Lira was charged under article 436-2 of Ukraine’s Criminal Code, parts 2 and 3, pertaining to wartime propaganda. There is no freedom of speech there and by opening his mouth, whether right or wrong on the information

Article 3. Ukranian legislation on criminal liability

The laws of Ukraine on criminal liability must be consistent with provisions of existing international treaties, consent for the binding effect of which has been granted by the Verkhovna Rada of Ukraine.

There is no law or treaty on the books that citizens of the US or Russia can openly say the things he did. The last treaty, signed in 1998, was violated by Russia in 2014 and the Ukraine refused to renew it.

He is a dual citizen of the US and Chile but has been living in Kharkiv, the Ukraine.
