Maybe everyone would prefer a little "Islamic justice" here. Cut off a hand when the thievery is witnessed as well as on camera (have to be careful about deep fakes these days).

I don't understand what the Board of Supervisors has to do with any of this. They are permissive and encouraging for the various dregs of humanity expecting special treatment and privileges.
