Any kind of estrogen can increase fat content. That's true even for biological women taking birth control pills, which have the added effect of increasing appetite since they simulate pregnancy.
I doubt artificial testosterone directly causes obesity. More likely it increases appetite, which can be great for building muscle if you're working out regularly but otherwise converts to fat.
